The Maine Energy Conservation Board was created to assist the Public Utilities Commission and the Trustees of the Energy and Carbon Savings Trust in the development, coordination and integration of planning for the State’s energy conservation efforts and to provide advice and counsel to the Commission and the Energy and Carbon Savings Trust on energy conservation and carbon dioxide reduction matters.

The Board's role is advisory. As a statutorily-created advisory board it has the responsibility and authority to advise state agencies, review policies and procedures, conduct studies, evaluate programs and make recommendations to state agencies, the Legislature or the Governor.

The Board's purview includes:

  • Consulting with the Commission and the Trustees during the development a detailed Triennial Energy Efficiency and Conservation Plan, voting on this plan when completed, and providing a report of its vote the the Commission and Trustees.
  • The Board may review efficiency and conservation program budget allocations of the Commission and the Trust and provide general guidance on program implementation.
  • The Board may present recommended changes to the plan to the Commission and the Trustees of the Energy and Carbon Savings Trust for review and final approval. The commission and trustees may adopt, modify or reject any recommended changes.
